What are the OIR?
The OIR (Organisational Information Requirements) are the top, organisation-wide level of ISO 19650 — cross-project and not tied to a single scheme. They answer: which information does the organisation need to meet its strategic objectives? From the OIR come the AIR (operation) and — per project — the PIR.
The bridge to asset management (ISO 55001)
Good OIR don't float in mid-air — they align with the asset management strategy and policy (SAMP, ISO 55001):
- Strategic objectives & value — what the organisation wants to achieve from its assets.
- Levels of service / availability targets per portfolio (ISO 55000).
- Risk appetite & criticality framework — which assets are critical (later drives data depth in the AIR).
- Data governance (ISO 55013) — data owners, master-data system, data-quality gates, data life cycle.
ISO scope: the OIR are organisation-level, not project-level. Don't confuse them with the PIR (per project) or the EIR (to the delivery team). Keeping this clean stops strategy from drowning in project detail.
